Town of Holly Springs issued the following announcement on Sep 24.
The Town of Holly Springs has agreed to share design costs of expanding the City of Sanford’s water treatment plant as Holly Springs moves toward securing an additional water source to meet long-term needs.
At its Sept. 21 meeting, the Town Council approved an agreement with Sanford to share proportionally in expansion design costs. Holly Springs is one of several local governments that could share the additional water by helping pay to provide it.
Holly Springs’ $2.5 million portion of design costs will come from federal economic stimulus funds. The Council’s action Sept. 21 does not commit the Town to help build the expansion or buy water from Sanford. Those decisions would come later in the process.
Holly Springs currently gets its water from Harnett County and can buy up to 10 million gallons per day. The Town also has a 2-million gallon allocation from Jordan Lake, although it does not have a way to access the water yet. Holly Springs has waterline connections with Cary and Apex for emergencies.
Daily water demand in Holly Springs is projected to reach 16 million gallons over the next two decades. Without firm commitments from Harnett County, Cary or Apex for additional supply, the Town has turned to Sanford in Lee County as a future source of an additional 4 million gallons a day.
Like Harnett County, Sanford draws its water from the Cape Fear River.
Sanford is preparing to expand its water plant to treat up to 30 million gallons daily, an increase of 18 million per day. Construction of the plant expansion is scheduled to begin in spring 2023 and take approximately three years.
In other business at its Sept. 21 meeting, the Town Council:
- Voted 3-1 to authorize the Town Manager to negotiate and execute a contract of up to $125,000 with HR&A Advisors, Inc., for a housing affordability study. The study is expected to begin next month and take 10 months to a year.
- Held a joint public hearing with the Planning Board on the Green Oaks Tech Center planned unit development. The project includes multiple parcels totaling 120 acres at the southeast corner of Green Oaks Parkway and New Hill Road.
