TOWN OF HOLLY SPRINGS: Contracts Approved for Holly Springs Road Widening

Town of Holly Springs issued the following announcement on Feb. 3.

The priority Town transportation bond project to widen Holly Springs Road between Flint Point Lane and Sunset Lake Road has taken a big step closer to road work with the Town Council’s Feb. 1 approval of contracts for construction. 

The heavily traveled road is a major crosstown connection to the NCDOT’s Complete 540 toll road extension.  Widening of Holly Springs Road is set to begin during the first quarter of 2022 and take about three years.  

In addition to relieving congestion, the project includes replacement of a two-lane, flood-prone bridge over Middle Creek. A longer, three-span bridge will be four lanes wide and higher above the creek to prevent flooding. Widening also will include pedestrian safety improvements, especially near Holly Ridge Elementary and Middle schools; sidewalks; and bike lanes. 

At its Feb. 1 meeting, the Council awarded a $22.2 million construction contract to Fred Smith Company and a $2.7 million contract to Kimley-Horn & Associates for construction engineering and inspections and for contract administration. 

At the Feb. 1 meeting, Council members authorized Town Manager Randy Harrington to request an additional $2 million in federal funding for the widening project.  

In other business Tuesday night, the Town Council approved requiring that professional photographers and videographers working for clients obtain a $100 annual permit for photos and video in Town parks.  

The requirement does not apply to amateur photography, such as a parent taking a photo of their child.  News media outlets are exempt. Professional photography occurring during a facility rental, such as a wedding reception at Bass Lake Conference Center, also is exempt.  

The requirement follows an uptick in professional photography in Holly Springs parks that has resulted in complaints such as littering and vehicles in unauthorized areas. Other governments with similar requirements include Wake County, Raleigh, Rolesville and Greensboro. 

To obtain a permit, client-based professional photographers must agree to observe park rules, including those on lighting and props. The requirement takes effect March 1. The permits will be available online and during business hours at Bass Lake Park and Hunt Recreation Center. If you have questions, please call (919) 557-2496.
