TOWN OF HOLLY SPRINGS: Exploring a 2023 Park Bond Referendum

Town of Holly Springs issued the following announcement on Aug. 16.

Exciting possibilities are on the horizon for park planning and development in Holly Springs! At its most recent meeting, the Holly Springs Town Council authorized staff to explore a 2023 bond referendum to fund construction of the future 56-acre park off Cass Holt Road across from Holly Springs High School – the first park west of N.C. 55. 

The park’s conceptual plan proposed a variety of amenities: 

  • Indoor amenities could include an 80,000 sq. Ft. recreation center with a tech lobby and community gathering area, snack bar, large multi-court gymnasium, adventure and training track, play area and more. 
  • Outdoor features could include a splash pad; artificial turf fields; pickle and basketball courts; playground; loop walking trails; picnic shelter(s); a skatepark; a mountain biking skills course; and more.
“We are excited to move this project forward.  It is a highly requested park facility to meet the needs of our growing community.” said LeeAnn Plumer, Holly Springs Parks & Recreation director.  

Forward momentum in creating a park west of N.C. 55 began in 2020 when the Town purchased the land. The conceptual plan for the park was finalized in March 2022, utilizing community feedback provided through online surveys (September 2021 and November 2021) and various stakeholder meetings. Town Council approved the master plan this past spring. 

With approved direction from Town Council, next steps will include exploring various funding opportunities and a possible November 2023 bond referendum as the park design process gets underway, which is expected to take 15-18 months.  

“Staff will be diligently working with the consultant to develop design documents to ready the project for construction.” Plumer said.
